ASUTC Student Awareness Officer Gives Remarks on Defeated Dill During the past twenty calendar days, the Utah Legislators have been attending the 1974 budget session. Dave Nelson and others from the UTC student body, having attended many sessions these past few weeks, learning the legislative precedures and the mechanics of legislation, said he, "finally understands who is partially responsible for the country being in such a mess." Dave also stated, "It is very hard to believe that when a Senate Bill is voted on and is not passed, (having received a majority vote against the bill) within ten minutes, due to the persuasion of a few senators, leaving all logic and reasoning out of their discussion, as far as the students who attended were concerned, the bill is called back and another vote is taken. Well the bill passes this time by two-thirds majority vote." When asked how he felt he said, "How and for what logical reason can an individual change his mind on such important matters, that affect almost everyone in Utah. It eludes me completely. What reasoning and logic can be used when these individual (by the slight twist of the arm so to say) can completely change their vote in direct opposite of what it was less than ten minutes ago." It appears to me that many senators, when bills are being discussed on the floor, have the nerve and gall to read the daily paper, and are completely unaware of what is going on. But of course, what are we paying them for? They have to read the funnies too." On Jan. 31, 1974, in the Senate Chambers, the Senators brought S. B. 17 (allocations for the new UTC-P campus) onto the floor to discuss reasons for and against the bill. Dave Nelson and others, having been there and heard the remarks given in opposition to this bill, said he was "completely apalled at the judgement of many of the Senators. Senate bill 17 was defeated, Dave said, due to the lack of judgement and foresight of those law-makers. Reasons stated against the bill were, by Senator Rees, "that we already have given you 8 million dollars and you haven't used it yet." Also stated by Senator SMq Senafe 0O17OS UK mi is to n The Senators, pictured are from all the districts in Utah. On Jan. 31, 1974, these Senators voted against the Appropriations Bill No. 17, allocating UTC at Provo additional funds for their new campus. The vote, when complete, showed 15 nay votes and 11 yes votes, therefore, the bill failed to pass the Senate. When speaking with Senator Stanford Rees, representing Juab, Millard, Sanpete, Sevier, Piute, and Wayne Counties, before the vote was taken said, "I am not in complete support of the bill but I will not vote against it". His name appeared on the ballot of voting against the bill. Senator Rees is representing his constituents, but when there are 138 students from the counties he represents (close to 8'i percent of the student-body), and his vote appears on the ballot against the bill, "It seems that some very serious re-evaluation is at voting time imparitive," said Dave Nelson, Student Awareness officer. Senator Robert F. Clyde, representing Morgan, Summit, Wasatch, Dagget, Duchesne, and Uinta Counties, with more than 87 students attending UTC at Provo from these counties (close to 5 percent of the studentbody), also voted against the appropriations bill. Seven years ago UTC at Provo agreed not to ask the Utah Legislative body for any appropriations for 6 years, while UTC at Salt Lake was getting the appropriations for their new campus. For 6 years, UTC did not ask for appropriations. Most Salt Lake County Senators voted against the Appropriations bill. UTC at Salt Lake has a new campus and UTC has 8 million dollars from last years appropriations that will do very little more than the ground wnrk," said Dave. In the late afternoon on the same day, the same group of people, passed Senate Bill No. 13 (Deseret Livestock Ranch purchase.) Eight and one half million dollars for the purchase of 200,000 sq. acres of land in northern Utah. "If pictures of this area could be seen, it would appal you of what the Senate wants to buy. "The State of Utah cannot keep the state parks and recreation facilities they already have in good condition. What are they going to do with 200,000 sq. acres more?" said Dave Nelson. Senator Brockban was just appointed by Pres. Nixon to be President of Voc-Tech Ed. Council. His vote also appeared on the ballot in opposition to the bill. Beck, "that there is no master plan, so we have no way of knowing what the money will be spent on, and for what reasons." To this Dave said, "Do they fail to realize what the building board commission is for? That these plans are under the B.B.'s jurisdiction? In his concluding remarks Dave said, "Do you know what the inflation rate is now? It appears they don't either!!! How ignorant can they be not to realize that if the material is not obtained now and plans made to obtain it, that by next year, or when they feel like giving us the money, that prices will have skyrocketed. Can you believe it? It is like giving an individual a dime to buy himself, a dollar candy bar, waiting for the remaining 90 cents to be given him at the disgression of the individual. In 3 or 4 years, the bar will cost him so much more, yet he still only has the thin dime. Need I say more?"
