Volume 10 Number 29 UTAH TECHNICAL COLLEGE AT PROVOOREM - P.O. Box 1609, Provo, Utah 84603 April 25, 1983 Vsma Alsttyme &y No Faculty al&ry Inacirease 198384 By Michele Caneen At the April 19 Board of Regents held at USU, Logan, Commissioner of Higher Education Arvo Van Alstyne told concerned Faculty Ass'n Presidents that salary increases will not be provided for personnel in the System of Higher Education during the fiscal year, 1983-84. ' Speaking to Regents, educators and press. Van Alstyne continued that savings realized from 1983-84 in personal services budgets, i.e., wages, salaries, and benefit expenditures, will not be reallocated for interim salary increase, but instead be directed towards enactment of academic programs for the benefit of students. The issue of salary freeze for the year, yet retaining quality education in the schools, brought strong statements from Harley Adamson, UAAP Pres.WSC and Daniel Witt UAAPVice Pres. Snow College. Both men explained their positions to the Regents and decried the proposed implementation of a "System wide policy, relative to salary adjustments for '83-84. One faculty member from Southern Utah stated, "They encourage more student enrollment yet fail to keep quality teachers to teach their students." He continued, "It seems faculty is dumped over-board in an effort to keep money available for future student enrollment--and that just doesn"t make any sense to me." Said J.D. Davidson, Faculty Pres. UTC ProvoOrem, "All the grandiose rhetoric on quality . . . quality is controlled when faculty walks into the classroom." A letter sent to the Regents from representatives of Faculty Employee Organizations stated. "Basically, we reject the commissions thesis that there is any legislative mandate which requires the 'V: I ; it r n J ant n I-, w, f 5 ' If, WW-' f 1 I 1 Studentbody elections were held last week. The following individuals were involved in the primary runoff. A supplement is attached to this week's paper telling winners of the final elections. The primary winners are: Kurt Johnson, Executive Vice President; Gordon Wilson, President; Jil Richardson, Social; Terri Critchfield, Academic; Scott Killian Financial; Debbie Cowan Social; Front row: Jay Harper, Executive; Randy Jackman, President; Kevin Thueson, Financial; Andrea Moody, Cultural; David Wood, Academic; Jim Erickson, Expecial Events Vice President. Board of Regents or Presidents of the Institutions of Higher Education to freeze individual employee salaries or to use "turnover dollars" in the'83-84 fiscal year for costs associated with enrollment pressures." However, in the end the Commissioner, Van Arstyne. repeated his argument that, "We will lose credibility if we move funds from one area to another." Asked if he had discussed his position with Utahs College Presidents, Van Alstyne responded in the affirmative, adding he had their support, and said he could see no reason to change his original recommendation of no salary increase for '83-84. The Regents then voted to accept Van Alstynes recommendations. Regent Reba Keele. Provo. cast the only dissenting vote. Editorial Slots Open For Fall Applications are now being accepted for editorial positions on UTC's student newspaper. The Tradewinds. The positions open include. Editor-in-Chief. Photography Editor. Assistant Photography Editor. Business Manager and Assistant Business Manager. All applications must be into the Tradewind's Office (SC 206) by May 9th at 5 p.m. Students will be interviewed for the position on May 24th at noon. Students should fill out a UTC employment application, available at the UTC Personnel Office. Students applying for the position should have a 2.5 GPA and be willing to stay with the newspaper for one year. Students who are awarded the positions will be given scholarships for editor positions and half scholarships for assistant editor position and a stipend.
