TRADEWINDS VOLUME 5 No. 18 UTAH TECHNICAL COLLEGE IN PROVO February 7, 1977 Moratorium Called On Legislation Concerning College 1 t Cheryl Kendall has been elected to reign over L'TC-P's Sweetheart Ball. The Dance will be held on February II, at 8:110 p.m. - On February 11, 1177 Utah ' ' fc Technical College is presenting i a Sweetheart Ball to be held in the Women's Gym beginning at 8:30 p.m. Dress for the affair is semi-formal, corsages are optional. Tickets for the dance will be sold at the switchboard during school hours from Feb. 7-11, for $2.50. Music for the event will be by London Bridge an local band. Pictures will be taken at the dance for an extra amount and will be taken by John Sharpe photography. He will be taking pictures from 9:30 through 12 7 I Fefreshments will be served aHJ-eVening. Couples will be free to eat when they please. Preparations for the Sweetheart Ball were made by a committee. The announcements and invitations to the teachers were designed by Linda Stubbs and Karla Kohler. Joni Black made arrangements made the posters. Programs that are to be distributed at the dance were written by Annette Lloyd. Gwen Walker is . in charge of refreshments. Bernardo Villar, under the direction of Gwen Walker and Joni Black made arrangeeents for the decorations. Que Johnson First Attendant Studentbody Executive Vice President. Royalty for the Sweetheart Ball were chosen by UTC-P studentbody. Elected as King was Gary Heslington. Gary is from Provo. He is majoring in drafting and is Vice president of the drafting club here at the school. He is also co-president of the Intramural Club. He is now working in the drafting department of Provo City. Gary has many talents one of which he loves people and cares for others. He also plays the piano extremely well and is currently playing with a local group. Gary is a composer of songs as well. Cheryl Kendall from Orem will reign as UTC-P's Sweetheart Queen. Cheryl is in the secretarial program at UTC. This is Cheryl's second quarter. She enjoys outdoor sports such as skiin&qnd she is learning the art offoaainting. First attendants will be Que Johnson and Gwen Walker. Que Johnson is from Kanab. He is in his first year in refrigeration at UTC-P. His hobbies are swimming, hiking, horseback riding, and football. Que is planning to be married this spring. Gwen Walker is from Orem. She is majoring in business planning to open her own preschool. She is the President of Deca, and co-president to Wayde Mecham on the student council. She is also on the dance committee and in the In-tramurals club. Her hobbies are horseback riding, motorcycling, and any other out door sport. Sweetheart Ball second attendants will be Gus Ewell and Joni Black. Gus Ewell is from Provo. He is in his last year of electronics. He is on the student council acting as Intramurals Vice President. Gus' hobbies are basketball, hunting and motorcycles. He also plays the guitar and has written some songs. Joni Black is from Provo and is majoring in business. Joni is serving as Deca State Secretary. She is also social chairman for the Intramural club at UTC-P. She is also on the Sweetheart Ball committee. Joni is serving as co-president to Wayde Mecham on -the student council as well. Her hobbies are swimming, gymnastics, and skiing. by BillGerow A one-year moratorium on legislation dealing with the governing of both the Utah Technical College at Provo and the Trade Tech. in Salt Lake City, has been unanimously adopted by the State Board of Education and the State Board of Regents. Monday, the tow boards met and adopted the resolution in order to give them a year to work out the problems that are associated with their current arrangement of joint governance of both colleges. Dr. Walter D. Talbot, state superintendent of public instruction, could not predict whether the resolution would halt the pending legislation but he did state that Sen. Keith C. Warner. D-Clearfield, wanted to see action. Dr. Talbot proposed that he and Dr. T.H. Bell, comm-missioner of high education, work together to isolate many of the problems that could be resolved administratively by the two officers, those that would require joint action of the two boards. i . Joni Black Second Attendant l - 1 , Wi' .: , v ; He also urged the members of the two boards not to take the position asked for by the moratorium. But rather to use the time to study problems associated with the dual governance of the technical colleges. Hopefully the resolution will result in the prevention of the enactment of one of two bills already introduced to the legislature and a third bill which has been slated to be introduced to the current session. One of the bills which have been introduced, SB-69, which was sponsored by Sen. Warner, would give all of the governance of the two technical college to the State Board of Regents and none to the State Board'of Vocational Education. The Senate Higher Education Committee has given a favorable nod to this measure. The other introduced bill. HB-131, sponsored by Rep. David Harvey, D-Pleasant Grove, would accomplish approximately the same thing but would give the power to prescrib the courses of study to the two colleges to the State Board of Vocational Education. The third bill, which has not yet been introduced, would transfer both colleges out of the Utah Ssytem of Higher Education and would put them under the control of the vocational education board. Sen. Warner has contendec that this would cause too much conflict between the two state boards and is in need ol correction.
